
Banda Aceh, 5 June 2026 — Yayasan Fifan Laut Nusantara facilitated a strategic coordination meeting with BKSDA Aceh and BPRL Padang Aceh Service Office to support the acceleration of technical recommendations required for the issuance of the Persetujuan Kesesuaian Kegiatan Pemanfaatan Ruang Laut (PKKPRL), particularly in the Taman Wisata Alam Laut (TWAL) Aceh Singkil and TWAL Sabang areas.
The meeting focused on strengthening coordination between marine and forestry sector regulations, especially in relation to business activities proposed within marine conservation areas. One of the key discussions addressed a request for a marine space utilization recommendation submitted by a business actor in Kepulauan Banyak.
During the review, BKSDA Aceh identified two main issues that must be resolved before the licensing process can proceed. The first issue concerns spatial planning, as the proposed location is currently designated as Public Space and therefore needs to be adjusted into Business Space through a review of the TWA Kepulauan Banyak Site Design. The second issue relates to the applicant’s Indonesian Standard Industrial Classification, known as KBLI. The submitted KBLI codes were 55130, 79111, and 56101, while activities within conservation areas are required to use KBLI 02209 for Other Forestry Business Activities.
BKSDA Aceh emphasized that the licensing process cannot move forward to the next stages, including the Nature Tourism Environmental Services Business Permit process and PKKPRL, until the applicant completes the required spatial adjustment and KBLI correction.
The meeting also highlighted that the PB-PSWA mechanism is regulated under Minister of Forestry Regulation Number 27 of 2025. Under this regulation, nature tourism utilization within conservation areas may only be proposed by legal entities through the Online Single Submission system using KBLI 02209 and must be located within an approved Business Space.
As part of the licensing stages, applicants are required to obtain Principle Approval through OSS by submitting a business activity plan, a proposed business area map at a minimum scale of 1:25,000, technical considerations from the Head of UPT/BKSDA and the local Tourism Office, as well as an integrity pact. Following verification, OSS will issue the Principle Approval, which will then serve as the basis for submitting the PKKPRL application to the Ministry of Marine Affairs and Fisheries.
Through this consolidation meeting, all parties underlined the importance of synchronizing technical requirements between BKSDA Aceh and the Ministry of Marine Affairs and Fisheries, accelerating the review of the TWA Kepulauan Banyak Site Design, ensuring administrative compliance through KBLI adjustment, and strengthening cross-institutional coordination.
Yayasan Fifan Laut Nusantara reaffirmed its commitment to supporting constructive dialogue among government institutions, conservation authorities, and relevant stakeholders to ensure that marine space utilization in Aceh is carried out responsibly, legally, and in line with conservation principles.
This coordination is expected to contribute to a more effective and transparent permitting process while ensuring that tourism and marine space utilization within conservation areas remain aligned with environmental protection, sustainable use, and long-term coastal and marine ecosystem management.
